Input on 1995 mercury force 15hp

A guy is selling a 1995 mercury force 15hp 2 stroke outboard for cheap. I checked it out and there is spark, turns over and good compression but won't start up. Im thinking it might just need carb cleaned.

should I take it?

Could be all fouled up inside as well--easy fix (just pull the plugs and wheel her over a bit). If the price is right, I'd grab it.

$200 if its an easy fix like you say.
can you elaborate on the "wheel her over a bit"

Pull the starter cords a few times to blow out the oily crud.
