Ineed to time outboard motor

The timing is fixed at the factory and there is usually no need to change / adjust it.--------------What leads you to believe it needs to be " timed " and what is the motor doing / not doing?----------A sheared flywheel key will throw timing way out.
 
all linking has been removed and reinstalled it now has a small back fire (puff of smoke) out of the top carb at low speed
 
Has a compression test been done on this motor ? Are both throttle plates closed at idle ??----Are throttle plates opening too early ??----Did it have this miss before work on carburetors started ?---------Check timing at full throttle only.-------------------This can be done cranking with empty carburetors.

Do a compression test ! ------After some 40 years of repairing these motors it is always the first step in trouble shooting.
