Inconsistent Boat Starting

Can someone offer any suggestions? Our boat mechanic is stumped. We are having issue starting our boat. Sometimes it starts multiple times then nothing. It's not an ignition issue it's more like a safety device is not allowing power to starter. We did have now throttle cable installed recently. Mechanic does not think this has anything to do with issues but we never had any trouble starting the boat before. He did replace the starter recently too.
Very frustrating.
 
Does your mechanic know what year, boat, engine type, history, what drive?

It's not an ignition issue it's more like a safety device is not allowing power to starter. We did have now throttle cable installed recently.
If this is a I/O (stern drive) then normally a new shift cable will not cause no power to the starter because the neutral safety switch is inside the throttle. With throttle in neutral and the safety switch is depressed then power will go from key Yell/Red start wire to slave relay

If this is a inboard then the neutral safety switch is on the transmission, and miss-adjustment will cause a no crank.

If this is a I/O turn key to start and hold, now move throttle slightly FWD/REV to see if start engages
 
If the issue started after the new throttle cable, it's likely the neutral safety switch inside the conttol box...if your mechanic did the cable swap, might be time for a new one..
