Ignition problems

I have a 5.7 EFI mercruser with the Delco EST ignition. Im have problems at higher rpm
it wants to backfire. I found the cooper metal ring under the rotor loose is that supposed to be that way.
The boat is a 96 Mariah with EFI and ideas would be apricated

First, would have been better to post in the mercruiser section vs the Merc outboard section.

that's the pickup coil and it should NOT be 'loose'. You'll need to pull the distributor to change the pickup...
