Ignition problems 92 Evinrude 120 Hp

I have a 92 Evinrude 120 HP motor Quick Start model. The motor sometimes starts if the battery is fully charged. I have checked the spark and it is weak. I the battery has 12.8 volts in it and you remove all the plugs it sparks on the left and right bank if you replace the right bank plugs there is no spar on the left bank. If left bank plugs are replaced there is very week spark on the right. I thought it was crank speed so had the stater serviced. It is still the same. The Orange wire to the coil voltage is low. Te resistance on the trigger stator unit and CDI are within limits. Which is the most likely fault the Trigger or the CDI.
