"My 1981 15 hp Johnson will not open up to full throttle. As you advance the throttle the engine will act normal until about half throttle, if you continue advancing the throttle then the engine starts to act like it starving for fuel. If you back off on the throttle back to the half way position then the engine starts to run ok at that speed. When I live the throttle at the half speed and I manually open up the carb throttle body then the engine will run at full speed. This tells me that there is some thing wrong with the spark advance.
Carb was rebuilt, new spark plugs, two separate mechanics said that the spark is good.and both were could not figure out what could be wrong."
