Ignition plate Stuck wide open

1962 Evinrude 28202 28hp Outboard Motor
Number 21 shifter rod when I shift to wide open throttle the ignition plate gets stuck and wont return to idle..When I want to return to low idle the advance plate wont move back. If I take the cable off and snap the bottom gear leaver of number 21 shift rod it will come back. I hope this is enough to understand my issue. I am trying to check cable linkage with engine not running. Could this be why? Thanks for any help here.

I found the problem, it was a screw that was to long and hitting the return. thanks
