I do not understand what you mean by "cheat the starter". Are you jumping across the posts?
I also am not sure what you mean by "not the circuitry". Are you saying that you can not crank it from the key switch or you can crank it from the key switch, but it will not start?
I think the repair manual does give resistance tests for the ECM but I have very little faith in them. Generally, if you have all the right voltages from the exciter coil and the pulser coils and nothing to the coils, it pretty well tells you the ECM is bad. ECM failures are pretty rare on the 90's unless someone applies voltages where they should not.
Is this carburatored or fuel injected? It will make a difference in what the ECM does to get the engine started.
