"Now that I have determined the coil was hooked up backwards (purple wire to the - post on the coil), I have some questions about the problem. (the boat did run)
1. Would the coil overheat?
2. Would the Tach work?
3. Will the accuracy of the Tach be affected with a 0.9 ohms ballast resistor connected to the grey wire?
4. Would the Ballast Resistor overheat?

Here are the numbers from my motor. motor not running when measurements were taken.
Power at the battery: 12.3 V
Power at the purple ignition wire: 10.7
Power at red starter wire when key turned to S: 10.9
Resistance of Ballast Resistor: 0.9 Ohms
Primary Resistance of Blue Coil: 3.6 Ohms
Secondary Resistance of Blue Coil: 10 KOhms
Primary Resistance of Yellow Coil: 1.5 Ohms
Secondary Resistance of Yellow Coil: 9.5 KOhms

I know there is some corrosion or a bad wire(s) causing the reduction in voltage somewhere on the boat. Most of the voltage readings on the boat are always lower than the battery. With that, I conclude I do not have a resistor wire or a resistor before the purple wire connection on the coil.

5. Can I run the blue coil with out the ballast resistor?
6. Can I run the yellow coil with the ballast resistor?

1) No idea, I have never tried it.
2) Most likely, as the tach measures pulses rather than voltage.
3) Probably not, see answer in (2).
4) No, if it was connected to the grey wire going to the tach.
5) The blue coil has an internal resistor, so you should run it without a ballast resistor.
