idles too high - NEED HELP!

My 1966 Evinrude idles way to high. I've tried to adjust the idle screw all the way down but it still seems to idle at 3-4000 rpm which i checked out by the automotive gauge that I have attached. Is there any way to reduce the idle as I have read in other forums that it should idle around the 1000rpm mark.

I'd start with disconnecting the throttle cable and make sure the throttle is returning fully to the stopped/idle position
I'd also take a look in the carbs and check the plates are fully closed
If the plates are closed, I'd grab a manual and go through setting the base throttle and timing settings to make sure levers and stops are in the proper location.

If a throttle/timing stop lock nut moved, that can keep the timing from coming back down to the correct position, thereby giving you a very high idle.
