My 50 hp. 1996 Force idles higher with cowling off. Is this normal?

No...its weird and suggests a

No...its weird and suggests a blockage of some sort or may be the linkage is fouling on the cowling.

Check for loose insulation on the inside of the cowling.

Normal on a Force. Don't adjust it down or it will stall out when the cover is on. They all do that.
