idle speed, carb air / fuel adjustment

1984 merc 7.5hp;

when idling and then shifting should the throttle be all the way down? currently the engine gets real choppy and really bogs down when shifting into gear.

also when adjusting the air / fuel mix should the motor be in neutral and the throttle be all the way down?
 
It better be or the clutch dog will blow.

Some motors are built so you can't pull start them in gear. A few minutes work and that nonsense is overboard. You can then shut her of, shift, then fire her up again. Hell; the old OBs only started in gear--no neutral!
