idle control not working on 115 mecury optimax

My idle control lever is not making the idle increase or decrease. Is there something that I can look for to fix the problem? it is a 2009 model with dual controls for kicker motor.

If I understand what you are saying there is no change in idle RPMs in neutral when the shift/throttle lever is moved back and forth. I assume that there is not any change in RPMs when the lever is moved in forward or reverse gears. If that is correct check the throttle cable connection at the engine. If that is good then the problem is inside the shift/throttle control box or the cable is broken between the engine and shift/throttle box.
