Identify these parts and properties

These lever is missing the spring, but what exactly does it do?


The bottom picture : This is located under the armature plate. Is this a way to adjust the timing? My motor is a 8hp Johnson 2-stroke. Under the flywheel is 1 charge coil and 1 sensor coil.

Item on the starter locks it if too much throttle is given.-----Prevents you from pulling on the starter.-----Ignition timing is fixed at the factory.----No need to adjust it !!------Second item is the idle stop I believe.
