Identify 40 Hp VRO Johson year

Hi,

The motor has no serial plate. Stamped into the top of the motor is A8421895.

Also, does anyone know why it wouldn't have a power pack? It is running really rough, it has no power pack, just a place for one.

Is there any 40 Hp VRO models in the 90s that used no power pack?

About a 1990 model and the ignition pack is under the flywheel.
