There is such a thing as having a outboard run away, that is the rpms would increase and continue to increase (in neutral) even with the throttle closed. By the time you figured out how to shut the engine down, connecing rods would be flying out the side of the crankcase.

The cutout switch wiring is connected to one set of ignition points. The vacuum line from the cutout switch is connected to the crankcase and is actuated when the throttle is closed. This engagement of the cutout switch shorts out that one set of points effectively allowing the rpms to drop to a safe level.
