It's a 1984, 40hr

Probably the manual lever for the primer valve.----------Used when you have a dead battery and need to start the motor with a rope.

Probably a start button it needs to be in neutral and throttle at slow/start position.

On the side of the motor that the cables come in. There is a red switch. It can go from facing forward or half way back. It is the only red switch in the motor compartment I uploaded a pic

I cant start mine with a rope. Dang it I just looked. Thanks
