I have bled my steering twice but the steering is still soft. I was told that havbe my motor trimmed will transporting and the engine leans to one side or the other I need to replace the cylinder.
I also checked for leaks and I have none.
Any one know if replaceing the cylinder is the route to take?

based on your description, the cylinder needs attention...the faster route would be to replace it. the other option is to rebuild the cylinder...they used to offer kits but haven't checked for a while. An option to the kit is to visit a local hydraulic repair shop - a www search should find one if you aren't in a remote region. A good one can give you high quality seals at a reasonable price...and likely the fluid as well...
