HP or cc. ?

Hi folks.
I'm currently looking at getting a slightly bigger outboard for my sib.i currently have 2 HP 50 cc motor. The motors I'm looking at are all the same HP , but vary a lot in cc. Ranging from 68 cc to 85 cc. I presume the higher the cc the more power. ?

I would think no. If Suzuki can build a 2 HP motor at 68cc vs a Mercury 2 HP at 85cc that just means that Suzuki can squeeze more HP out of a smaller displacement engine by other means. 2 HP is 2 HP whether it’s a gas, diesel or an electric engine. I’m interested in hearing what other forum members think cause I’m not sure if I’m right in my thinking.
