How do you get a starter tested?

I have a 200 HP, 1992 Mercury outboard. I was having trouble starting it without starting fluid. After the first start, it runs and restarted fine. Now when I attempt to start it all I get is a click and an overflow of oil from the reservoir. So, it appears I have two problems; 1. the starter and 2. the oil pump, possible. First thing first, where can I get the starter tested? I already removed it.
 
Any auto parts house should have a tester that spins up the starter and give load and condition. I know Napa and Orileys both have them here.
 
I always take mine to an auto starter rebuild shop. They can test and rebuild at 1/3 the cost of a new starter. I have had great luck with them. I recently bought a new pathfinder starter from AZ. Put on car doa. Got my old starter back had rebuilt.
