How can I get this %*&$ filter off? (and other problems)

I have a 2010 115 4 stroke outboard. I have changed my oil every year but apparently put the filter on a little too tight last time. I also can't throw a picture straight on here but will try to post a link to fb where I have put a some pictures. Unfortunately it is dark now and I just realized I never took a picture of the filter, just stuff around it wondering what was safe to take loose and reconnect when it's over. Anyway, I started with my cap style filter wrench and eventually busted the welded/tacked nut inside it to completely break off. I have also used a band type without any success (hard to get on good but still should have come loose as hard as I've pulled). I have also used a jaw type which is also hard to get on and ended up crushing instead of turning. I have even resorted to driving a screwdriver through it. I just put some penetrating oil on it hoping it will loosen. I also unplugged a multi-pin cable and took loose a bracket holding it. I hope it wasn't one you torque but it (2) had Loctite on it. If you can see my pics, there are some hoses I can take loose but am hesitant. I'm not sure what they are. I guess the larger one is raw cooling. but it has permanent type clamps on the end rather than normal circle/screw clamps. My fuel line is definitely on the other side of the motor. Any ideas what can safely take loose?

Second problem: Tilt switch and motor makes noises like it is operating but nothing happens. I don't see fluid on the ground like it leaked out. I can hold the up button for 15sec without action. If I press the down switch, it instantly recognizes it is in the down position. Thanks.

The filter base is heavier gauge steel plate stamped w/holes for oil return. Jam a drift pin or large punch thru the side close to the base and grab a hole then hammer it off CCW. I lube the oil filter seal w/2-4-C lube instead of oil. When installing it just turn by hand 1/2 - 3/4 turn when the seal touches the mount base.

Swap trim/tilt relays to see if it works. Change both relays if t starts working.
 
guyjg, is the relay on the right side close to the back? that's where I hear a click. I don't think it's the relay because it sounds like everything is working right when the button is pressed, but for whatever reason, no movement occurs. Unfortunately, your filter solution sounds like my best choice. The hard part is that I have to take things off to be able to get further down onto it. I guess I can replace the factory clamps with circle clamps like you tighten with a screwdriver or socket.
BTW, what does CCW mean?
 
Here are some pictures. There are only 6motor pictures. Ignore the rest and really all but the last 2. I just found where my air filter has been eaten up but Merc said they will replace parts only. On the one that looks like a varnished circle clamp, is it likely varnish from a leaking fuel line? That's all that I can figure. Mercury actually called me about my filter problem and unfortunately I'm going to probably chisel it off gently as possible until it loosens/breaks off. I have taken a couple of connectors loose and may take a hose or 2 off to access it better but I got on it pretty good with a strap wrench and it didn't budge. The 2 bolts removed had blue Loctite o either anti-seize on them. Do I need to reapply some?

I'm not familiar w/the motor. The only picture showing is the air filter...mice must like foam. Reinstall bolts w/blue Loctite if that is what was on them when removed.
