Honda BF15 that will not run WOT

I had problems with my BF15 running at anything above high idle. I thought it was a dirty carb, so replaced with brand new Honda carb. Motor runs good at idle and will rev to high RPM sitting in driveway with no load. When I go out for sea trials the motor will not run above a high idle, even though I have it at WOT. It also seems to run a little rough at idle and is a little slow to rev high with out load. The motor had the fuel bowl replaced in recall last year. I took off fuel filter and it is not clogged. I pumped primer ball while running WOT, but no help. Do brand new carbs need the jets set? Anyone have any suggestions? Thanks in advance.

Anyway....

The jets do not have to be set unless you are using the motor at an altitude, like 4000ft +.

Things to check....

Make sure the little lever on the carburetor is going all the way to the stop when you go to full throttle. It is possible that the throttle cable jumped out of adjustment. There are two versions of the 15 HP. The older version has cog gears at the base of the tiller arm that sometime will jump out of sync and you will never get full throttle.

Also, change your spark plugs. Use only NGK. The older ones used DR4HS (you can use DR5HS is you do a lot of trolling), or the CR5EH-9 for the newer version. Do not use Denso spark plugs.

The older ones also have a crankcase breather on the upper part of the front of the engine. It has a one way valve in it that can rust and stick closed. That will restrict ventilation and thus negatively affect the running of the engine.
