"Ok, engine runs fine, forward and reverse run fine. Shifter broke, replaced....no change. Mechanic says my whole lower unit needs to be replaced. Any agree or disagree?"

"If that were my engine I would find another mechanic. One of two things happened:
1) Shifter mechanism was replaced without any attempt to see if it was "broken" and there wasn't anything wrong with it and the problem was "elsewhere".
Its a VERY simple setup and even a casual inspection would detect if it was "broken".

2) Shifter mechanism was broken and it was replaced improperly.

If you are mechanically adept, you could probably troubleshoot this yourself. Start by buying the HONDA Shop manual for that engine.
In the back is a section on "how things work". Read the section on "Power transmitting system".
On my older BF75 the system consists of: A shift mechanism on top that when moved pushed a shift rod that runs all the way down to the lowere unit up or down. At the bottom, this rod has an end that is "ramped" and when the rod goes up or down, slides the gears back and forth so that one gear (for FWD) or another (for REV) or neither (Neutral) is engaged.

Operation of the lower unit should have been checked by actuating the shift rod by hand, (up, down and centered) and pulling the starter cord slowly before the shift mechanism was replaced."
