"Honda 90, 4-stroke will rev in neutral to 3000+ rpm (no problems in neutral), but in fwd/rev will only run between 1600 and 1900 rpm. Very difficult to move control shifter. Getting shifter back to neutral, engine jumps up to 3000 rpm and over long time, drops back to idle at 900 rpm. Engine won't run full throttle and engine appears to be controlling shifter. Very difficult getting shifter back to neutral. Boat will only operate in gear between 1600 and 1900 rpm."
