honda 9.9 stuck in forward

2004 9.9 won't shift out of forward. I shut down after using and now it is locked in gear. no noise , no warning,has oil in gearbox.

Is it a forward control unit or a tiller? Can you see anything happening with the linkages under the cowling as you try to shift gears? If nothing obvious presents itself I would drop the gearbox off to see if you can change gear by pulling and pushing the lever coming out of the front of the gearbox directly. This will help you isolate which part of the system has a problem - the linkages or the gearbox itself.
