"Hey,

I have a 2003 30 hp Johnson outboard with the following symptoms:

- starts hard
- idles rough, stalls
- 3800RPM @ WOT
- occasional (every 10-15 mins) high voltage shocks thru the steering wheel and throttle.

The shocks are definitely high voltage not 12v (at least it doesn't feel like 12v when its shocking me), suggesting some kind of problem with the ignition system.

The ser# is j30elsre. This is an electric start engine.

Any help diagnosing this would be appreciated.

Thanks,
Bill"

Try running it at night with the cover off to observe any electrical leakage

"Coincidence, I just experienced this yesterday !

I put a meter between the throttle controller and stainless steering wheel and the meter pegged.
Turned the ignition off and still same thing.

I noticed the ignition lock had twisted inside its mounting plate, reached underneath and twisted it back the the current shut off.

Also check there isn't anything rubbing between the steering cable and the battery cable."
