High RPM no output to Prop

anytime the trottle got past h

anytime the trottle got past halfway the engine would speed up but not transfer the power to the prop. I don't know enough about marine engines. I would imagine there has to be a clutch and that is probably slipping. Where is the clutch and is it easy to replace yourself? Thanks for your help
