High idle

1991 115 hp Evinrude. Rebuilt carbs new fuel lines ran at lake once did fine noticed bottom carb fuel line was leaking some pulled carbs back off just changed lines to both carbs. Ran motor in driveway idles high at 2400 rpms. carbs in sync open and close all the way cannot find any air leak. Any ideas what it could cause this?

Disconnect the throttle cable and try it.

To make sure carbs are closed?

To eliminate if it's the engine or the control box.

Did you do a link and sync? Does the throttle cable pull all the way back to the idle screw?

yes pulls all the way back

Is the cam touching the carb roller? Have you tried turning the idle down with the screw? Did.you link and sync the carbs?

Yes have done all that. Turning idle screw does not bring idle down enough.
