I'm sure you can get me started in the right direction! I just bought a 1976 35HP Johnson,The guy has EVERYTHING replaced NEW points,plugs condensers,coils, main coil,fuel pump, plug wires,starter,solenoid and even wires,Says the motor will troll allday.BUT it will not go more than 1/4 throdle. I havent started even looking, but my first choice will be sync,then I am not familar with high speed limiter?? Is that the stop for the spark advance on the throdle control.And how does it adjust.
I have manual that covers multiple HPs and years but I know you know how vague they are and I figuar I can get a better help from you that reading pages and pages only to be confused THANKS!
For $200.00 I couldn't pass it up never even did my norm compression test! Just the new parts sold me

The first thing you should do is take that manual you have and replace the Sears catalog in your outdoor John with it. Then get an OEM factory service manual. Now, there is no high speed limiter on it. Take the air box off it, drop it in forward gear and advance the throttle to wide open position. Look into the carb and see if the throttle plate is level. If not, check your linkage for binding or being loose. If that's okay, start it up and pull one plug wire at a time to see if it's running on both cyls. Also check your spark to see if it will jump a 3/8" open air gap on a spark tester.
 
Yah that manual is general info,For the motors I own I have OEM manuals but I cant afford manuals for every motor that goes through here,I buy repair and sell.Thanks for the suggestions! Soon as this heat wave passes I'll get to it.
 
At full throttle, pump the fuel bulb and see if that helps...also see if pulling the choke helps. You can check for running on two cylinders by using your hand to feel cylinder head temperature when the motor is running or immediately after you shut it down.
