Hesitating

I have a 00 90hp that is hesit

I have a 00 90hp that is hesitating a bit from idle up. I changed the spark plugs and the lowest of the 3 had a bit of wet oil on it. The new spark plugs did not help and there is oil now on the new plugs. Any ideas
