Help!!

I have bought a setup which includes a Evinrude 60. When I bought it I was sent to the front of the boat to turn it over, while the seller hovered by the engine. With hindsight I think he was doing something to the carby as it just don't look right and I can't start it now. I did get half a min of it idling but no water out of the pee thing either, it did when I bought it. There's a few wires/half a spring almost (arrowed) and no definitive position it should be in.

I'm really hoping to get this running as so far it appears I have purchased a lemon... 😕

Any advice most welcome.

That spring is meant to hold choke open.----Prevents fluttering at full throttle and wearing out the shafts.----But find the choke lever.-----Put it in the correct position to allow electric choke to work.-----Test electric choke solenoid.-----Do a compression test BEFORE you spend any $$ on this 40 year old motor.-----Post the numbers here.----New water pump impeller too.----Test overheat horn as well.
