"I just got a boat a few days

"I just got a boat a few days ago, the engine, Merc 150hp was pro rebuilt from aplace in FL.
starts fine withe hose and sounds decent.
Under load, it will not excede about 1500 rpm.
Total run time is approx 40 mins, not running well.
My question is this.........
why would a fresh pro rebuild have low comp?
highest was 110 psi, lowest was at or about 70 psi.
I belive the engine is a 93, V-6
I am getting frustrated, any help would be great

"I had my lower end off the other day inspecting things, discovered a bad fit between a section of hard tubing from the impeller housing,I had to refit the two sections, ( one fits over the other ) and presto, water pumping again, also check the thermostat ( S ), just look for anything out of the ordinary."

seems even with no load, reving the engine is odd, revs climb quickly, but at high rpms acts like it is holding back, unable to tell for sure if it going lean or rich.

Any ideas ??
