Help with idle knob

First, this is my first post on here. I have read alot on here recently to get my engine running.

Now with that said, on to my problem. First, I am good with engines, but this is my first boat and outboard, so bear with me on stuff. I have a 12 foot Lowe Jon Boat that came with a 15R75C (15 hp) engine. It would not hit a lick when I first got it. I disassembled the carb, cleaned it out really good, then found the adjustment specs on here. Now it runs fairly good. But my problem is that the Idle Adjustment Knob on the side of the motor is currently hooked to nothing. I cannot find anything in regards to this anywhere. Parts diagrams are useless and repair manual is not readily available. Is this a modification that came later? Or am I missing something somewhere that this thing hooks to?

That is simply a mechanical idle stop to limit the the idle to a certain low rpm so it can drop no further. That large black knob has internal threads that a steel threaded shaft with a long flat portion extended from it that can be adjusted in or out against the vertical throttle arm via an extended protrusion at the flat portion of the threaded shaft area.
