Help with 84 Merc

"Hello, I am new to trying to get a boat running and I have a 84 Glastron SSV194 with the Merc 228 sterndrive. The starter is engaging but the engine will not crank over. The last time this motor ran was before winterizing last season.
I am thinking the motor may be seized? Should I be able to move the crank by hand?
Any help will be appreciated. I got this boat as a project knowing it had not ran but is in great shape for being 25 years old.

You should be able to put a rachet and i believe a 5/8" socket on the crank bolt. Should turn by hand. If not, pull sparkplugs and spray some w-d40 in cylinders. Also check plugs when you pull them out. See if any water comes out of cylinders."
 
How old is the battery? Is it

How old is the battery? Is it fully charged? Are the battery cables clean and tight on all 4 ends? Are the cables getting warm when you try to start it? Measure the volage at the battery for reference and again at the starter. It should be the same. If it drops at the starter by 0.03 volts; replace both cables. Do the same for the starter solenoid engaged. If it drops across the solenoid; replace it.

okay guys I took the plugs out

okay guys I took the plugs out put WD40 in and I still can not turn it over on the crank or with the starter. I do hear the starter engaging. Should I leave the WD40 over night?

"I would leave it in Chon. It won't hurt anything. Besides, once you free up the motor, you can crank the motor over with the starter, and blow it out of the sparkplug holes."

That is what I was thinking. This thing will not move. It had ran supposedly at the end of the 08 season before being winterized. I will let it soak in and see what happens on Sunday.

I was just thinking if something else could cause this. Is pulling the out drive something I could do at home?

"put control box in fwd gear,remove the rams, 6 mounting nuts, pull straight back.
If it has not run since winterized, then pull the block and manifold drains and see what runs out. Either it`s anti-freeze or it`s water. Water could mean the block or manifolds cracked and filled up a few cylinders with water and it seized. "
 
Okay I have pulled the outdriv

Okay I have pulled the outdrive and it does rotate the prop when turned at the shaft. I treid to turn over the engine and it is still not moving. I also loosened the belts to make sure the power steering pump and alternator are not siezed. I still hear the starter engaging and can see the very slight movement when the key is turned and cranked. Just will not budge.
I will try the manifold drains next.
