Help with 2003 johnson 50hp 4 stroke, trim not working

Hey guys, new here but have been trouble shooting and searching everywhere for tips of fixing this thing. It is a 2003 johnson 50hp 4 stroke. Not a boat guy but i do work on waverunners so i know enough to get by lol. My problem is that the engine will trim up but not down. 2 new solenoids have been put on, i have tested the motor its self and it tests good in Both directions when hooked to a battery. I hooked a volt meter up and am getting 12 volts to my up solenoid and 0 volts to the down solenoid like normal when pressing the up switch, but when I press down for it to trim down, both solenoids are getting 12 volts and pretty much cancelling each other out and not allowing the motor to turn. Thought that it could be a problem with the trim seitches themselves so i wired up a new one with new wiring to test, and still the same. Trims up but not down. Even tried swapping the solenoids incase one was bad from the factory but same thing, up but not down. Any idea what i could be missing here? Thank you all in advance.
