Help Please

Hi, I need help with a Mercury 50hp that's very hard to start, and it does start when I put fuel in the carburetor. I've noticed that the choke doesn't close 100%. Could that be it?
Also, I noticed that the fuel seems to be returning to the tank; could that be the priming bulb?
I greatly appreciate your responses
 
I have at least one lawn mower that is real picky about the choke being fully closed to start the engine when it has been sitting. Obviously that's a good place to start and maybe not that big of a deal to correct.
