Help Injector problems 1999 Merc 7.4L

I have a 99 7.4 L Mercruiser that is in the shop for service. It had a ruff idle that gave a little pop here and there. Under a load it was running worse. I have a friend that looked at the boat and thought the #7 injector was probably plugged (we change the spark plugs and after starting #7 still looked new) I had the injectors pulled and the #7 looked plugged. I had the injectors cleaned and he put them back in. Starting motor and now it took a long time to start, finally started and it barely keeps and idle. My friend went back to his home state so I took it to a mechanic. He said tested the fuel pump and said the PSI was at 80 and it should be no more than 42. He told me he is going to replace the regulator and see if that will work or else he will have to change the entire pump (price of the pump $420)

I just wanted some of your opinions on his recommendation, thanks all. I need this fixed for memorial weekend without breaking the bank!

Yes if the pressure is that high then start with a new fuel regulator, Also he should put in a new little filter screen that is under the fuel regulator, If that filter is clogged up you will have high fuel pressure . See number 16 in this link.
