Help identifying open port on front of 1998 50HP Johnson under Carbs

I have a 50 HP Johnson that has fouled plugs since I got it second, or third hand. I checked the timing at idle and it was off the charts. I had to shorted the control linkage considerably - ~1-1/2" long now - to get idle at the correct location. I am having trouble getting the idle mix on carbs to work correctly. I am thinking maybe this is the culprit? I have sprayed carb cleaner around the throttle plate post and there is an air leak there, but from what Ive read that is fairly common. I have to back the idle screws on the carb out 4 turns just to get it to start and run with a miss... any idea what this port is?
 
Very nice pictures but what " ports " are you asking about ?-----Thermostat installed and working ?----This motor left the factory with oil injection !!-----It now has the conventional " non mixing " fuel pump.-----Somebody cut the oil hose , and in order to confuse the next owner he left is open.

Sorry... on the second picture you can see the port in question directly below the carbs.

I think this is the oil injection port? I am thinking I need to plug this??
 
That brass nipple connects to the airbox nipple with a wee hose.-----Nothing to do with oil injection either !!

No it does not have anything to do with fuel mix.-----It is there to remove any fuel that might leak into the airbox.-----Think safety.
