Help Identifying Oil/Fuel Line

Hello everybody, this is my very first post. First of all I just want to say that this seems like a great marine forum full of all kinds of information.
I have a 1996 Evinrude 115 V4. The motor is new to me. Yesterday I took the cover off the motor to check it out and discovered what seems to be some sort of fuel or oil line that was not connected to anything on one end of it. The line had a drop or two of what looked to be mixing oil in it. I know very little about boat motors and was wondering if someone familiar with these motors could tell me what it is and if it is supposed to be connected to something on the other end, or if it supposed to be loose. I have a feeling that it is supposed to be connected to something because the end is slanted as if it has been over a nipple. I looked and looked and could not find anywhere it could go. It is the greenish line that is being pointed at. The end that isn't connected to anything is the lower end of the line in the picture. I will try to take a better photo as soon as I can and post it. You need to make sure of the VRO system.-------------Is it in service , yes or no ?------------Mix at 50:1 untill you determine what is going on !!
