Help Identify this Merc 9.9 on steroids

Have a Merc outboard serial # 4355432 that has decals on it that say its a 9.9hp. However, its the biggest 9.9 anyone has ever seen. Suspect that it has a past history of fishing many of the Department of Natural Resources lakes that have a 10hp max engine limit. And we all realize that a truly honest mistake could have been made when somebody in it's history replaced some worn or damaged decals.

Can anyone cross reference SN 4355432? Or any of the other numbers found on it: Head PN or casting # 1022-6134, electrical box 332-4911A2, carburator 1364-5584

I looked up that serial number and it is listed as 110 or 9.8 or at least in that serial group can you post a pic of the motor.
 
The carb number (1364) indicates that you have a 9.8 horse there but the switchbox is for a 20 horse (73-77 model).

A 20 horse carb from that era would have started 1367 or 1369 - so not quite sure what you have.

Here is a shot of the 9.9. I guessed it to be roughly a '76 20hp. You can't see it in this picture but it says 9.9 on the rear of the cowling. Will try to get better photos over the weekend.

That certainly looks like a 20HP. What is the block designation somewhere on the top starboard side of the block up near the flywheel there will be a word like hurricane, panther, tiger, etc...
