Help I can’t figure this out!!!!

Help!! I have changed all fuel lines, spark plugs, fuel filters, water/fuel separator and this is what happens. It runs so smooth at home with muffs on and when I put it in the water it runs terrible and bogs down then dies and can’t start it.

Is this a 9.8 HP or a 600 HP ???
