Dom... If the handle and shaft are all one piece (which they usually are), you'll need to remove the powerhead (block assy) in order to do this. It's a rather simply procedure on that small a hp model.
However, be sure to take pictures and make notes before you take anything apart.
The only touchy part is to make sure that you DO NOT unwind the manual starter pulley assembly. YOu can either leave it hooked up as there will be quite a bit of play where you can compress the spring and sit the powerhead aside... OR... securely grab the starter cord so that it doesn't unwind and tie it to some area of the powerhead if you're going to remove the manual starter handle.
No need to be removing the carburetor... just what needs to be disconnected.
