Help adjusting throttle linkage.

I have a 66 80hp Evinrude and I'm putting the throttle linkage back on and adjusting. This is a stupid question but I'm not sure so I'll ask. With the throttle lever wide open should the throttle valves be all the way open or all the way closed?

Full throttle = butterfies wide open.

Idle = butterflies closed.
