Help 1978 Evinrude 35 HP will not run at high speed

I am having a problem with my 1978 evinrude 35 hp motor running at high speed. The motor typically runs good at idle and low speeds but when going to higher speeds tends to "bog"out. Just had the carb rebuilt, replaced the fuel lines, in line fuel filter and changed the spark plugs. I replaced the plugs with the same plug that was already installed, Champion L77 JC4. Does anyone have any advice? Need to get a new motor in the future but am trying to limp this one along one more season. Thanks.
 
I had someone else rebuild the carb. I did check the gap on the new plugs and found them to be set at .10. I set them at .30 and will try to give it a test run tonight and see if that was it. The motor ran pretty good at first then started dying out and didnt want to stay running on me origanally so that is why I had someone go through the carb and replaced all fuel lines, filters, plugs and put fresh gas in. I wanted to start with the small stuff since I am just a beginner. The plug gap makes sense though. Thanks for your advise guys, I really do appreciate it.
