I been working on this motor f

I been working on this motor for some time now and the top carb on the right is poring fuel out at idle speed.I took it to the lake last night to test it out and it want get top speed it just bogs out. The psi gage was reading between 10psi and 15psi. This motor was upside down for some time it was in a boating accident.
