I have a 1992 mercury 60 hp. It runs great in the drive way, but when i put it in the water it will not come up to over 1000rpm aand will bareley push the boat. I have checked the wires carburators and everything seems to be working great.
 
How did you check the carbs?

What you describe is almost always a result of clogged carbs.

Enough gas is flowing to keep the motor running when it's not under load but as soon as you put it in gear and ask it to work it dies of thirst.

Pull the carbs, take them apart, soak them with carb cleaner, blow out all the (holes) with compressed air, inspect any needle valves and jets (replace if deformed) then install with new gaskets/seals and o-rings as required....

I will assume that you have confirmed that the compression is good and you have strong spark at all cylinders...

And yes, Merc's ignitions (with the exception of the occasional phantom trigger problem) either work or don't work.

You can get ignition problems that only appear when the motor is well warmed up, but they are consistent - runs fine cold but after 10 or 15 minutes, no spark and it stays that way.

And unlike other mfgs (OMC in particular) the Merc powerpacks (switchboxes) are very durable as is the entire ignition system in general, so it's probably safe to say about 95% of any problem experienced with a Merc will be fuel related - other "stuff" just doesn't go wrong very often...
