"Should the hoses to the heat exchanger on an 1986 Crusader 270 be double clamped? My mechanic changed the hoses and I thought the were double clamped before and now they are not.

Only hoses below the water lin

Only hoses below the water line (and gas lines) need to be double clamped.

The HX on my big blocks don't have enough nipple to let the second clamp do any good - not enough room for them.

That's the problem in MOST

That's the problem in MOST places where hoses attach.
