Heat Exchanger Rusty Section 5.0 M/C

Hi guys.... Just pulled the covers off the Heat Exchanger to take a closer look.... What I noticed is the " section " of the HE that has the Pencil Zinc is really rust colored. The Pencil itself is rust colored and the opposite side of the HE is completely also rust colored and I noticed a few clogged.tubes. Im going to "rod-out" the tubes with a 1/8 welding rod, but is there any reason that this is happening.?? Lots of "greenish" on the larger section.

Could possibly happen if you winterized the cooling system and left the raw water side drained. I winterize by flushing raw water side with antifreeze and leaving it filled with antifreeze which contains anti corrosion ingredients. Some history/use info please! are you in fresh or salt water?

boat has never been winterized, it's a 365 daily use Florida boat. I did gently rod out the Heat Exchanger, not much debris at all, I took it out and no change on temp gauge or infer red laser sensor. I'm going to change out the thermostat tomorrow to see if that changes the high speed temp rise. 178. I have done brand new manifolds and elbows, new OEM impeller kit and checked power steering cooler and other hoses.
