having issues after replaced impeller on a 79 Mercruiser 470

before I begin to change the impeller on the 79 or cruiser 470 it was in neutral then I drop the lower unit were the impeller is and put it all back together and when I started it back up for some reason the prop is turning while in neutral. What could be causing this?
 
you assembled it improperly. lower splined shaft is in the wrong position. control box in full fwd, lower splined shaft turned fully clockwise,while prop is locked counterclockwise,
making sure upper shoe is in a straight line when slipped onto splined shaft
 
Which one is the the splined shaft is that longest one or shortest one. sorry for the confusion this is my first time working on a boat motor I'm new to this

#43 is the lower splined shaft
 
for some reason when I click on the link it just opens the table of contents that's it I'm not for sure I'm on my smartphone right now so I don't know if that might be the issue or not
 
probably, when the contents come up ,you need to move the cursor all the way to the left and click on the sub section NOT to the right.
To the left, section 1, subsection A,B,C, section 3 ,subsection A,B,C,D etc.
