Hard starting

I have a 2001 evinrude ram ficht 250 that seems to turn over a long time before it starts (about 5 seconds) after it starts it runs and idles great. It has 2 new batteries, a new starter, new plugs and they were indexed. Before I try to start it I let the fuel pump run until it shuts off usually about 5 seconds. Also it has a computer that was just rebuilt by DFI Technoligies. It has always done this. Is this normal? Can anything be done about it?

UPDATE.......When I move throttle to 1/4 then start it, it starts right up. I thought you did not have to do that with a fuel injected motor. What could cause this?

The TPS may need adjusting.
